Strongest version of the Rogues
Who wins?
Round 2: Which Flash Villain's can defeat Superman 1 on 1? I'm assuming Zoom destroys Supes, but anyone else?

Can Thawne do the IMP? Or speed-steal?
If so it’s basically him and Zoom, probably.
Yeah ironically the biggest problem the rogues have is still speed.
I assume by Rogues, you mean Pied Piper, Captain Cold, Heatwave, Boomerang, Weather Wizard? Not sure if Zoom or Thawne or even Kadabra are considered part of Flash's regular rogues galleries(?).
If "normal" rogues, then I don't see what they do against Clark. If Zoom or Thawne, they stomp. Kadabra would need a "speed equalized" clause.
"Sir, does this mean that Ann Margret's not coming?"

Those three are usually specifically excluded from the Rogues (as a team name) even if they are technically part of the Flash's Rogue's Gallery.
It's been awhile, but I seem to recall Captain Cold having an automatically generated absolute zero field around him, which I think would be capable of at least slowing Supes down to where the Mirror Master can trap him, but to the best of my knowledge trapping him in a mirror is the only chance the Rogues have of actually defeating Supes. If "normal" rogues, then I don't see what they do against Clark. The OP seemingly (?) mentions Zoom with Rogues.
Weird. IDR Snart ever generating an auto cold shield. Maybe Nu 52 or Rebirth? Haven't kept up with them. It's been awhile, but I seem to recall Captain Cold having an automatically generated absolute zero field around him, which I think would be capable of at least slowing Supes down to where the Mirror Master can trap him,
BFR could work on Clark if speed were equalized. AFAIK, superspeed was always a thing for Clark.but to the best of my knowledge trapping him in a mirror is the only chance the Rogues have of actually defeating Supes.

I don't think Snart has an autoshield. That would be extremely dangerous given contact kills most people, and he's not that blood thirsty. He usually relies on being able to set up a cold field after a crime has started but before the Flash has arrived, which is not something he can do in the arena.

If its just the Rogues, as in the group led by Snart, Supes takes it.
If it includes the likes of Thawne or Hunter Zolomon, then its not so clear.
Post crisis Thawne was a bit tough for me to nail down power wise initially. When Wally West began to ascend the "Barry Allan throne", Thawne was one of his first villains. They appeared to fight fairly evenly and it was the Thawne fight IIRC that revealed Wallys full potential was not fully realized at the time. Thing is, Wally was not FTL yet (Edit: and neither was Thawne yet). Later, in issue 225 of Flash, Wally and Barry team up to fight Zolomon and Thawne. Wally by then was waaaaay beyond light speed and Thawne is throwing IMPish type blows that shatter glass in buildings for a large perimeter. So I suppose flip a coin for Thawne. Zolomon? Guy decks Wonder Woman across a few continents and throws hands with Wally West who clubbers class 100s just fine when utilizing his (Edit: subsequent FTL) speed.

Thawne is a weird measuring point. I think he's pretty much always Barry's equal, or close enough to it, but Barry's been a moving target himself. Wally surpassed him while Barry was dead, but then Barry came back retconned as the source of the speed force and was at least as fast as the FTL Wally. Thereby generally crapping on Wally's growth and story arc.
So I think Thawne got upgraded to match Barry along the way.
New 52 Captain Cold had the absolute zero field as a Superpower for the majority of his run. In fact, I guess it's worth noting all the rogues had what isually requires equipment as superpowers, until they lost it near the end of new 52.

I don't think being an innate power makes much of a difference. If it is up all the time, anyone who bumped into him on the street would lose an arm at minimum. That's not really his style. If it isn't on all the time, for it be an autoshield he'd need some sort of triggering mechanic that is faster than his own neurons. How would that even work?
Now, if Cold did manage to zap Superman with it, I dunno what would happen. Theoretically there's no reason why being more durable or strong should make you resistant to having your kinetic energy robbed by his absolute zero nonsense. But I can't imagine they'd ever allow Superman to lose to Captain Cold, so I'm sure if it has ever happened in comics Clark just muscled through it.
