It's a government, not everyone's going to be on the same page. O*N*E was the same, some had good intentions like Valerie Cooper while others were monsters. The police haven't all been bad with the X-men, either - the 05 began with an FBI agent Xavier trusted and other good exmaples through this thread. Utopia itself has done this, remember when they teamed up with HYDRA? They're lucky that's been swept under the rug otherwise that'd be bought up more than once these days not to trust the X-men. Especially when they have Gorgon on their payroll.

And you just have to see how the police react to seeing a mutant, they point their guns first and ask questions later.
You're not completely wrong, but it's not like real life - some mutants aren't worth not being anxious about, like the super-villains who boil your brains with a thought and tank missiles like nothing. The ramping up of tensions the last few years has exaggerated this tremendously so everyone has more reason to be on edge. This is not by accident, Marvel knows readers want to see the X-men clinging to the edges of society rather than assimilating. More story potential for conflict and everyone sure sounds more emotionally invested these days.

So, it is justified that mutants have no interest in collaborating or trusting them.
Except when they do.
