Bats only chance is to develop a version of the virus that killed hm and put it in his rice before the match, with sufficient lead time.
No gadget would serve. Could Bats become a vampire, a ring bearer, a vampire ring bearer, host the Spectre - you could come him with some outrageous no limits prep but that's silly.
There are parallels between Goku and Superman that people find intrinsically more interesting. Aesthetically or thematically at least.
Both are aliens turned heroes sent to earth from a dying world. Admittedly, the American versions of the early dubs tried EXTRA hard to push Goku as a Superman analogue at least compared to what he was ACTUALLY more like in the original Japanese formats. "Hope of the universe" and all that instead of "A saiyan fueled by rage".
But yeah, alien on alien laser shooting super punching action is just more enjoyable to the passive fan methinks.
Could Batman win with UNLIMITED prep? I dunno. Super suit with a power ring wouldn't be enough imo. He would have to rely on resources from other people/heroes that are not in his standard kit.

With as much prep time as he needs he can probably come up with something to at least 10 count him.
With unlimited* prep, couldn't Batman simply just bribe him to a near-infinite buffet and call off the fight?
*I mean, Batman could easily create an entire system of production *just* for Goku's hunger needs.
Maybe Bats can just prep and transfer his consciousness into Superman’s body and use that to kick Gokus ass
Rules for Rumbles prep is that it has to be something reasonably in their possession, within their ability to create, or within their ability to get without outside help.
So Batman plundering his cave? Creating a suit? Using Wayne resources? All good stuff.
Hijacking Superman or the Spectre or having Flash give him speed are all out.

Has Bats ever had a suit that gave him legitimate super powers? Like at least able to bust up planets and such?

He's had Iron Man-type suits before, but never anything on the scale of planet busting (plus, that seems pretty OOC for him anyway).
I suspect the most he's ever had was that Toyman rocket of Composite Batman/Superman, but even then he didn't build that. He's also had a Yellow Lantern ring for all of five seconds, and I doubt that's going to be allowed here (since he didn't keep it, and the ring went straight to Scarecrow instead).

People say Batman can beat Superman with prep because they have Kryptonite which they can point to as a way for Batman to win. And they tend to severely downplay/nerf Superman by having him hold back to ridiculous levels while having Batman go in to kill (something he doesn't do with The Joker).
Goku, on the other hand, lacks a convenient "Kryptonite" for people to latch on to. And if Goku hears about Batman's rep, he's not gonna hold back. At all.
