Jessica may not have web shooters, but that doesn't mean she isn't a female counterpart of Spider-Man. She can still climb walls (just chooses not to usually, preferring to glide or use a motorbike). She has a venom blast like Miles does. Back when she was the only female spider hero, they tried to make her different (same goes for Julia, who does have webs, but in a completely different form than everyone else's). The ones with the exact same powers are a more recent thing (starting with Spider-Girl and Spider-Woman III in the late 90s).

Beyond the name and that one power, she has no connection to Spider-Man. Her mythos is completely separate.
Spider-Woman had it first though, by decades. It wasn't borrowed from the Spider-Man series.
Julia Carpenter is an odd one. She was designed to have a costume that matched Spider-Man's new black suit, but within the context of the story, it was revealed that Spider-Man copied her look.
So, separate character in all but visuals, where the intention was very much "female Spider-Man".
Fear Itself: The Home Front also implies that Anya is supposed to be Spider-Man's successor:
Kinda of a fun page. The only one who fulfilled their role was Laura. Kevin fall into limbo until recently, but seems they forgot about him again, and Jane Foster of all people is nowadays seen as Thor's successor. Victor does get regular use, bit hardly a protagonic role, Pei was treated for a while as Rand's successor, but even her has fallen into limbo. Off panel is Amadeus, who is with Laura the one who has had more success and has gotten various ongoings and he's a staple of Champions.
Does every super-hero need a successor? Who are The Beatles' successors? Who is Tony Hawk's successor? Who is Macho Man Randy Savage's successor? Who is Marilyn Monroe's successor? Who cares?
Of course, Victor Alvarez is Power Man, not Iron Fist, so he's actually Luke Cage's successor. As you say, Pei is the Iron Fist legacy - she did appear in Contagion last year, her limboing is simply because Danny himself isn't being used much.
It looks like Amadeus recently left the Champions off panel - he was absent from the Outlawed one-shot and probably decided to stay in Asia with the Agents of Atlas after hearing about that politician in Incoming. Victor pretty much took his role as the team muscle.
It's been a thing since Barry Allen in 1956. The golden age Green Lantern and Human Torch were replaced by new versions within the next few years. Legacies are more common now, but they've been a thing for over 60 years.

There is often a successor. Does it mean they are as good as the original? Not necessarily, but there is someone to take their place. You mentioned The Beatles: Then there was Led Zeppelin. Marilyn Monroe? Ann-Margaret ( the inspiration for Mary Jane) and Salma Hayak. Even Marilyn was a replacement for Jean Harlow ( Marilyn’s idol), Rita Hayworth and Clara Bow. I am a die hard Yankee fan, and I can tell you even though Babe Ruth and Lou Gehrig were the best players they ever had, they still won a lot without them. Taking this to Spider-Man, you either can have a replacement ( like Miles in Life Story), or not ( Requiem), but both approaches can work well.
