Some do. Part of that is due to the national age of consent being lower in Japan (although most prefectures have stricter laws putting age of consent higher than the national standard). But in any event there is a big legal difference between drawings and pictures.

I'm sure I've seen some raunchy anime where a line was added or something to assure everyone that the characters were 18 when clearly in the original they were a teenager. I assumed this was to avoid accusations of importing child porn or something.

In some countries there isn't a legal difference between drawings and photos in that regard.

In the 80's, when your target is almost exclusively teenagers and mostly male, sexiness is going to be part of the story. Not sure it's that different today. Look at Michael Bay movies.
