If one person in a civilization is a mutant, no, that does not mean everyone in that civilization is a mutant. In a way, all Atlanteans are mutants because they have blue skin and underwater attributes developed since the fall of Atlantis thousands of years ago, but no, only a few Atlanteans are X-Gene active mutants.

Also Namor is part Atlantean. His mutancy seemingly came from his Human father.

The 3 "Namors" mutation are flight and electricity generation when exposed to water correct?
    (Namor, Namorita, Namora...)

And Major X debuted Nomar and Lora...

I thought the electricity thing was Namorita only?

Namor himself had many unusual abilities based on water creatures(like an electric eel or puffer fish) that have largely faded from use, but were a part of his earlier canon.

Any other mutants have their powers fade from lack of use? Sounds like an interesting concept. Unless you’re talking meta here and not in story.

I don't think they directly addressed it in story. You have to remember, Namor is one of the first superhero comic book characters period. He goes back to 1939! Things were very different back then. Even into the classical Marvel age in the 60's, he had a lot of weird powers. And over the years, in different retellings, they eventually just pared him down to the generic strong/tough/flying powerset and a little bit of water buff/dryness weakness for good measure, reserving Atlantean tech/relics for any of the more exotic feats.

Ridonkulous super-strength / toughness, as well. The average Atlantean can lift 10 tons or so, but Namor (Namora/Namorita) can lift way more, 95 tons or so.

The caucasian skin-tones and amphibious qualities (able to breathe air as well as water) appear to be from his half-human heritage, and not his mutation, but Namora has blue skin and can survive indefinitely outside of water, so perhaps that is also part of the mutation?

Didn't Namor have a son with the exact same powers as him?

I'm like 70% sure Namor ended up killing the kid. Would Krakoa bring him back?

So is Nia Noble also half mutant/half Atlantean? Should there be a gate to Neptunia?

We don’t know if there is an underwater gate to Atlantis. Namor may not have joined the party but it doesn’t mean there isn’t or wasn’t a gate planted.
