I would do it less specific titles and more groups/corners/themes where all are included and get a minimum 12 issues, where if sales are kept above a minimum a writer is allowed to renew for another 12 issues and this cycle goes on until either (A) writer doesn't want to continue or (B) the minimum isn't reached and the book is replaced by something else appropriate for that corner with a new writer.

Sometimes it's like looking at a menu and not seeing what you want and the chef isn't willing to modify the menu, even though the kitchen is well-stocked with every conceivable delicacy and ingredient. If we had to reduce it to 24, I'd keep it simple:

4 Avengers books, reviving East and West Coast teams, plus Avengers International (global team with members from around the world), plus Avengers Cosmic, Interdimensional and Divergent Reality Team (ACID or DiRT for short; or refresh the Ultimates brand)
5 X-Men books, including 1 title to spotlight a solo adventure
1 FF
3 Spider-Man Books; Miles Morales is one of those books, while the second one is a Marvel Team-Up style book (implied, but not stated) where Spidey always has a guest star
1 Captain America & Falcon
1 Hulk
1 Anthology books for Solo adventurers in the style of Marvel Presents with 2-3 stories each issue featuring different characters
2 Anthology books for Teams, same as above format, only with 2 teams featured each month.
