This is kind of hard.
I'd say Gilgamesh is probably bound to have something gets past Accelerator's field. Probably Gae Bolg or whatever prototype of it exists in his vault.

Didn't Accelerator claim he could survive a nuke or something?
Man, that's pretty damn uber.
He rescinded that claim shortly thereafter, because he realized that he forgot to account for the fact that the oxygen would have been blown away by the nuke as well, or something to that point.
At his strongest though (unless he's gotten a massive power boost since World War 3; I'm a few years out of date with the series), he's able to block/deflect a mass of divine energy that is supposed to be strong enough to destroy a continent, IIRC.
I believe that Gilgamesh is canonically not a specialist with the majority of his toys in the Gate of Babylon. He should probably be perfectly skilled with using the weapons as weapons, but the more esoteric stuff might take a bit for him to figure out.
This is the guy who basically qualifies as caster by spamming magic wands, after all. That said, Gilgamesh going at "most powerful" is going to be pretty tough to beat.
That said, Accelerator is pretty ridiculous as well....
As mentioned by The Drunkard Kid, I think the "easiest" way to handle Accelerator would be to deprive him of atmosphere, but I really do not know if Gilgamesh that can do that that he knows how to use. I am also uncertain how Vectors and Enuma Elish/Ea would interact.

So, are we assuming that this is a version of Accelerator who isn't suffering from brain damage and doesn't rely on the Misaka Network for computations?

Technically, the continent thing is him amped up with the full processing power of the entire Misaka network of around 10,000 Misaka clones and not something that he can do of his own volition (I think). That said, there are a few things waaaaaaaaaaaay beyond him even in that form, even without bringing up the Magic Gods who can recreate the universe at a whim and have to slide themselves down to a literally infintesimal fraction of their power so that they can interact with the normal universe world doing that kind of thing by accident.
I think it's that he's technically capable of invoking those artifacts powers (at least, those that don't have specific requirements that he doesn't meet, I guess), but isn't skilled enough to use them to their full extent and is so arrogant that he normally considers it unbearably shameful to even try anything other than just throwing swords at anyone that isn't at least on the tier of Alexander the Great, King Arthur, or Karna. That said, his extra sensory powers might make him realize that holding back against Accelerator is a very short one way path to having his internal organs become external organs.
