    There's Wrath for Batman who has had a few origins that are all pretty much mirror criminal versions of Batman's. When he showed up in The Batman, he was given a Robin counterpart called Scorn.

    Arguably Red Hood was kind of an anti-Nightwing, except they didn't fight much and Jason is back in the fold.

    I thought Granite Lady was Plastic Man's evil opposite. But I guess she's only in DCAU.

    Are we are talking evil doppelgängers or just evil mirror versions of the hero? I’ll list one for both.

    Superman: Ultraman and General Zod

    IIRC Black Lightning had a one off evil counterpart from Cold Dead Hands called White Thunder, or something along those lines.

    I can see that, Nightwing is the perfect "son" that followed in their "father's" footsteps, while Red Hood is the troubled "son" that rejected that and followed his own path; ironically I feel Jason is more stable and emotionally healthier for it.

    As I think on it, neither of the first two Atoms had an opposite number (although Ryan Choi did). While Batman has at least three, I don't think anyone ever created counterparts for either Nightwing or Batgirl. Same is true of Firestorm.

    A lot of the pre-Silver Age characters never picked up a Mirror: Robot Man, The Shining Knight, Hourman, the original Green Lantern, The Star-Spangled Kid and Stripsey, The Sandman. Several of those, however, lost their features before superhero comics went beyond beating up gangsters.
    The New 52 gave Nightwing an evil counterpart in the form of Saiko aka Raymon McCreary. Dick and Raymond were childhood friends and circus performers but while Dick got adopted by Bruce Wayne, Raymond was taken by the Court of Owls and made into an assassin.

    Power Girl also had an evil counterpart. Namely Divine, a clone created by Max Lord during the Judd Winnick run.

    Edit: Before Saiko, there was Nite-Wing aka Tad Ryerstad. He was a vigilante who modeled himself after Nightwing.

    Am I mistaken, or was the OP about characters that lack counterparts, rather than lists of counterparts?
