Do the Hawks as a couple have an evil counterpart couple? ...

As a couple, I'm not aware of any. However, Pre-Crisis, the Hawks did have a Thanagarian enemy in Darkwing that might represent an Evil Mirror for Hawkman.

THE FIRST!!! Bart Allen was good, because he was just an older version of Bart.

THE SECOND!!! Bart Allen was evil, because he and the SECOND!! Conner Kent were CLONES made by Lex and Tim, because Conner and Bart died also in their timeline and they DIDNT come back, so Lex and Tim made Clones of Conner and Bart and this Bart was EVIL.

The second version of Bart and Conner showed up when they were brought to the current timeline.
This was when the clone future Version of Conner fought against Supergirl.

Aqualad (Jackson or Garth) and Roy Harper don't have evil versions, that I can think of. An evil Atlantean or an evil archer could be fun.

Changeling/Beast Boy had GEMINI and this DOCTOR (If I remember right it was the friend of Beast Boys parents) who transformed the kids into Beast Boy Versions and then also became a shapeshifter (a violet version)

Most of the JLI (of which Ralph was apart of) got Crime Syndicate counterparts.

would Fel Andar, the imposter hawkman count . I am not entirely familiar with the hawks but fel was posing as hawkman when carter was in limbo.
