    Indeed, Villainy, Inc. was back in the Golden Age, first introduced in 1948. Though like many of the original Golden Age concepts, it was only used once then, but later picked up and reused.

    1 v. all teams that come to mind are:

    - The Rogues (Flash)
    - Savage Six (Spider-Girl)
    - Megaman in Archie comics had one ... I forget the name
    - Destructix in the Archie Sonic the Hedgehog
    - Intergang, Superman Revenge Squad, & the Anti-Superman Army (Superman)
    - Club of Villains, the Misfits, Strike Force Kobra, Batman Revenge Squad (Batman)
    - Emissaries of Evil (Daredevil & Defenders)
    - I want to say Iron Man had at least one with the likes of Whiplash, Dynamo, Iron Monger, etc.
    - Spawn has had villains team up but they're mostly on the same team to begin with, if you will
    - I think the same ^^^ can be said of Hellboy

    I tried to stay away from villain teams like the U-Foes, Wonderland Gang, Serpent Society, Royal Flush Gang, etc. because they're not really random rogues teaming up.

    The Council of Doom is a group of Space Ghost villains. Although, you could argue Jan, Jayce, and Blip make Space Ghost's 'team'...
