They took classic cowboy hero Jonah Hex and placed him into the far future.
I think it's a reference to a mid-1980s series Hex by Michael Fleisher and Mark Texeria, which features a hero in a post-apocalypic wasteland.

No. Booster is just talking about an event from his past, but our future... the 21st century nuclear war that turned the world into the barbaric society Hex was transported to.
Booster Gold would later guest star in All Star Western with Jonah Hex, but that is a series set in the wild, wild West of the past.
