Basically, see "Multiversity: The Just." Any character included in that issue who either was introduced in the 90's, rose to prominence in the 90's, or was introduced in the 00's but can be clearly tied to the 90's continuity (basically, an entire era of characters that seems to have been the butt of Dan Didio's disdain) other than Damian and Jon.
Even the Breach?
I don't remember if he was in "The Just", but I wouldn't be surprised. And even if he wasn't, IIRC he was basically a reworking of a proposed pitch (possibly a reboot?) of the post-Crisis Captain Atom. I'm not sure, Breach was introduced during an 18-24 month period around the turn of the century when I had to (temporarily) give up comics due to economic misfortune. The only things I've ever seen him in were Infinite Crisis #7, in which he explodes in one panel (and seemingly taking Looker and Technocrat of the Outsiders into "blowed up into little pieces" oblivion with him) and is replaced by Captain Atom in the next, and the Countdown: Arena mini, which explicitly made it canon that he was just an alternate Earth counterpart of Captain Atom before killing him.

The original black canary, Dinah Lance's mother, Dinah Drake is missing still. I mean would it hurt if they restored her a member of the JSA.

Hank and Holly had a short-lived series at the beginning of nu52, then appeared as regulars in Titans Hunt and briefly at the beginning of the relaunched Titans series.

Dolphin has been a regular for the last couple of years in Aquaman.
Tula has been a regular in the Aquaman series since the nu52 and into the current run.
Odd that Tula and Dolphin have gotten more love in Aquaman than Garth (who has only made a couple of appearances).
Mia Dearden is still in limbo. I think Connor Hawke is as well. Todd Rice and Charlie Gage-Radcliffe. And a ton of others I can't think of.

Haven't read Lina Danvers but she seems cool. here's a way to tie her in, have her be Kara's cousin via the Danvers
Black Canary was indeed a member of the JSA and joined much earlier than 1947 in the planned DC Timeline that Didio leaked. Who knows if that's still in play, but I don't see why not. Retroactively having Black Canary joining the JSA and JLA works better for and new stories set in the past. The more female superheroines we can get in flashback tales, the better. And, in the original stories in which Black Canary doesn't appear, she was off on another case that day
