PG and most of the Justice Society are still IMO not back, because they've done nothing, and in PG's case hasn't even spoken AFAIK. Cyclone from the JSA, and many of the the post expansion era JSA types are not back, and some of them probably won't come back, they're that minor. Plus many space characters, though some have made sorts of comebacks.

Secret's story ended near the end of Young Justice. She lost her powers and became a "real" girl, which is what she wanted. Unless she comes back as someones' friend as a side-character, there really isn't any need for her to come back.

She actually just showed up in flashback in the latest issue, along with every other member from the original run, as Impulse explained the team's history to the new team.

True, but a flashback isn't really bringing someone back. It's just establishing the character was there at one point.
