No, it's because she wears and inherited the mantle of Batman, not Batwoman. In Earth 2 (New 52) she is also called Batman after Dick leaves the mantle.

That issue went somewhere and nowhere all at the same time

Selina was more bearable here than she'd been in prior issues, I really like the weird friendship with The Riddler that King's latched onto lately in his work. Helena betrays Dick to keep her mother safe, but poor Andrea has a total breakdown over the family she let down and offs herself. So much for what King said about seeing her get used more in future. This was a thorough waste of the character throughout. At least Bruce got to something a bit more substantial in this with a good old fashioned Joker brawl
