(I'm going off on a combo of the original team and the reboot since I know those two the best)

Chameleon Boy (founded the espionage squad)

Ultra Boy (he's a heavy-hitter but also down to earth and that badboy thing with his criminal street connections make him useful in almost any kind of story)

Wildfire has that tragic backstory and his disability, but I feel he rises above it enough to ultimately not be a tragic figure. On the other hand, Star Boy has always had that bad luck - he's kindof a mope. (and then they made him mentally unstable too)
I don't know if he's the most clever, but I'm very invested in the idea of Ultra Boy as someone who likes to play dumber than he really is. He acts like a meatheaded jock, but in reality, you don't get as far as he did on Rimbor without being very, very cunning. He knows when to hold them and when to fold them, and he definitely knows how to bluff, and how to make the enemy think he's got a worse set of cards than he really has - right up until the exact moment he needs to reveal the winning hand.
Cosmic Boy is definitely the most decent. He's Captain America - right down to growing up in a great depression - with the power of Magneto. Just an all around good kid, and should not probably be written into power struggles, because I'm always inclined to take his side if that happens - and so the struggles always feel forced.
