As far as the TV show specifically (not sure about in other media)
From what I remember there was family money yet Gomez made his outrageous (likely failing upwards) fortune, buying and managing ridiculous properties, speculating, investing among other things. (he was always working the stock market).
Which no he did not consider "work'.
Fester was on a strict allowance, once offended, he tried getting a job selling life insurance.
Which of course he was completley failure at, and only Gomez bought.

He not only lived under father-in-law Archie's roof, but he ate (a lot of) his food and constantly argued with Archie as well. At least he (and Gloria) moved out after 5 years.
