Default Krakoan law...and mutants that want nothing to do with it...

So...does Krakoa claim legal jurisdiction over all mutants the world over....whether the mutant wants it or not?

For example...say that a mutant like Ursa Major kills a human enemy of Russia in the line of duty...will Krakoa drag him to the island and put him in the pit with Sabretooth?

No, as we saw when Apocalypse shook hands with Xavier, they have to voluntarily agree to submit to the laws of Krakoa.

If they don't decide to join Krakoa they probably won't be able to take advantage of its benefits (portals, resurrection and free money) either.

I imagine that the amnesty only lasted a limited time and any mutant who is outside of the law after that is left alone.
Maybe it will be only mutants who have gone to the island, or who have expressed interest in going to Krakoa, who will be viewed as under the Quiet Council’s jurisdiction. Hopefully we will see more about it soon.

Someone certainly thought they did when several X-Men tried to kidnap Franklin Richards and drag him there against his parents wishes.

Good question... Still, isn't it odd how some of the posters here believe that Baseline Humans are armed and blocking the Okkaran Gates to prevent mutants from relocating to Okkara as oppose to preventing them from returning once they voluntarily leave?

The same parents that let their pre-pre-adolescent daughter Valeria run off to chill with a man who's not only a tyrant, but who sent Valeria's whooole family to hell

Obviously their capacity to make sound decisions regarding their kids welfare should be questioned

Correct me if I wrong but didn't Victor send Franklin to hell only to wind up there himself defeated when Sue and Reed (basically the FF) realized Valeria was under one of Victor's arcane spells?

Someone hasn't read the FF. Krakoa has no moral high ground since they've been trying to get him to be a weapon, and ok with getting him within reach of Sinister when he's vulnerable.

About the only one I don’t see submitting themselves to Krakoan law, even out of necessity, is Namor.

And that’s as much pride as the fact that mutant or not, X-Man or not, he would never pick Mutantdom over Atlantis

Sunfire, Namor, Justice and Peter Wisdom remain loyal to their home countries and are not citizens of Krakoa.

It is a free and voluntary option.

Molly Hayes, Sam Guthrie, and David North/Christoph Nord aren't there either.

Unless they're god-like than the Quiet Council makes a house call and tries to divide the kid from their parents as much as possible to let them go with them.
