Basically they were trying to make Goku into the Japanese Superman, complete with scientist father who sent his only son to Earth to save them from a doomed homeworld...
Which is kind of what happened in the retconned version of events as shown in Dragon Ball Super, except for the scientist part. But the rest lines up.

For what its worth, Super Buu was dead even with SSJ3 Gotenks, and base Gotenks was able to circle the planet multiple times in fairly huge circles, criss-crossing his own speed trail (and DBZ doesn't generally show those energy trails as anything other than just their aura blurring from pure speed) and allegedly taking a nap in less time than it took Piccolo to fly from Kami's Lookoout to the ground. That said, he did lose his 30 minute transformation as soon as he got to Buu, so its somewhat nebulous on what the timeframe was. Mystic Buu also seemed pretty confident that he could follow Goku to anywhere in the universe he teleports to, even before his subsequent Kid Buu form learned how to teleport.
In the anime, pre-SSJ Goku was able to react to 4th form Frieza's casual energy blast by also casually slapping it so that it smacked into another planet pretty much instantly from the perspective of people who were both showing off their ludicrous speeds throughout their fight.
