Knightfall villain cameo?

I am reading knightfall vol 1 right now, and on page 216 there is a criminal being arrested in the precinct that Bullock pistol whips in the face. The criminal has a weird spider web pattern on his face. He keeps asking "what time is it?" over and over before Bullock hits him. I was just wondering if this criminal appeared in previous stories at all, or if this is his only appearance.

For a minute there I was thinking Moench's Blackspider but my conclusion is also... nobody. A spider-web as face tattoo isn't that unusual anymore.
