Homelander is the strongest being in Boys verse. Aside the other (spoilers)
The Boys is a very low tier super verse and not that much happens aka Homelander has very little experience fighting a threat. The only bring he fought that was mostly a threat was “the other” which killed him, horribly and off panel.
Statesman is a super man in a massive super hero community who regularly fights off super villains and aliens. In the fluff he siloed a alien attack ship.
Yeah going with Statesman here.
