I assume that would be Green Arrow, as he is a rich young adult who fights crime with gadgets and his own vehicles and home base...except he has more political ideology then Batman.

I'll toss in Ted Kord and Blue Beetle.
I think restorative nostalgia is the number one issue with comic book fans.
A fine distinction between two types of Nostalgia:

Reflective Nostalgia allows us to savor our memories but accepts that they are in the past
Restorative Nostalgia pushes back against the here and now, keeping us stuck trying to relive our glory days.

Oh wait, there is also Mister Terrific. Owns his company, incredibly intelligent, member of the JSA, leader of the Terrifics, interdimensional traveler, and his T-spheres are no joke.

I can never tell if Green Arrow is rich or not from reboot to reboot (and I def. don’t think of him as a young man).

Ted Kord and Mr. Terrific are great suggestions, though!
Are these two, or any other street leveler better off financially than Bats? I’d think no, but I could be wrong.

Hopefully, this counts. But my favorite would be...

I think Luthor is the only one who might be finacally better of than Batman.

If he's an interdimensional traveller in his own solos then I think that rather disqualifies him as "street level"

You can still be street level and travel dimensions, though.
But that’s neither here nor there.

Which heroes does Batman actively fund?

I'm guessing most of the Batfamily rely on Bruce but I'm guessing a few like Kate are self sufficient?

That’s why I asked for non Bat Family examples.
The Bat Family dominates DC’s street level scene, and I was curious about the ppl who operate independently of them.

I mean, you join the Bat Family, you get an investment portfolio, year round access to the Bat Cave and all its facilities, personalized vehicles and gadgets, Kitchen privileges at Wayne Manor, laundry services...

And of course, for those unexpected crime fighting expenses, you’re pre-approved for one of these...:

Kate, Jason, Barbara, Helena, Luke and Steph (even if she might get some stuff from Tim) are probably self sufficient.

Duke, Cass, Tim and Damian probaly rely on Bruce money.

With Dick used to have have his own money, because Lucius Fox managed his finances. But I'm not sure what his status in the current continuity is.
