Default PIC/CIS off: where would Cybertron stand in the order of civilizations?

Like it says on the tin.

IF Cybertron, and the Cybertronian civilization had gotten its act together instead of constantly fighting itself, and managed to reach its full potential?

Where would an optimally-evolved Cybertron stand in the order of fictional civilizations?

They're definitely not going to be on the level of the Jurai, the Ultras or the Q, and they're definitely higher on the scale than Middle Earth or the Yautja.

So. How far up the totem pole could Cybertron have gotten?

In a super rpg I am in on another forum right now ( Space empire stuff. You know, not hormonal teenager simulator)

Anyway.. The scale for starter tech is 6 levels based on scale/tech level.

Cybertron is 2. 1 being the absolute highest and it makes sense to me. The robotic race are crazy capable of many engineering and technological wonders ( rpg does not include super hero stuff but rather just sci fi cultures)

Especially given the size and scale of said machines and their gear too. ( 1 is like races who could just rig galactic proportions s or have micro black hole tech stuff.)

For record The Imperium of Man is a 3 and Star Wars is a 4. So yeah. Just saying.

What do you mean micro black hole?

According to Hasbro.com, ROTF Devastator vortex grinder works by generating an artificial black hole.

In Cyberverse cartoon, Wheeljack had a mini black hole generator gun.
