If this is Peak Matt, he is more skilled, and faster than Achilles (spear dodging is not as good as arrow-catching in my book), so I'd say he takes a majority. Achilles has a better chance if this is S3 Matt, but not by much, since he is still protected by the red suit, as per OP stipulations.

Achilles vs Bullseye: If it starts the exact same way as Matt vs Bullseye, and by that I mean a melee fight, I could see Achilles take it, since while Dex is a capable hand-to-hand fighter, and expert weapons thrower, he wasn't very good at stick fighting (I mean, if you rewatch the Bulletin fight, Matt beats him with his bare hands while Dex is using one of his sticks, and Dex only gets the advantage once he gets some distance between them, and because he had the suit). However, the second Dex gets some distance between them, I think it's his fight to lose, too many gaps in Achilles' armor.
