I asked this before. She could hack into cyborg pc characters.
So I would think she can hack a terminator.
Skynet? Err I doubt it. As that damned thing is a global wide network of information. Closest to that would be hacking the inter net itself and never seen or heard her doing something that big. ( and if she could why bother getting into fire fights as you could hold the world hostage?)
