Best non Batman/Superman Villain in the DCU

I think like everyone already said. The best DC villains outside Metropolis and Gotham are from Green Lantern and The Flash, which is: Sinestro and Thawne. The second best might be Black Adam. But that actually brought me a question, who are the best villains outside the villains of the Seven? I think it will be Shade, Onomatopedia, Trigon, and Darkseid. What is Darkseid considered as Superman's villain despite being the nemesis of Orion?

Because Orion has been sidelined and it’s Superman who is the one who gets to go toe to toe with Darkseid. The DCAU was what really hammered into everyone’s mind that Darkseid and Superman had a personal hatred of each other.
