Sure why not, it’s not as if it’s such an outlandish story that it couldn’t have taken place at some point in continuity or have such dire consequences that there is no way it could be canon like DCeased or Injustice. Heck it doesn’t even have lasting impact on the character or further any big plot development besides Jenny now existing.
It’s just a fun story, you could sum it up easily as Batman goes on a adventure chasing down an artifact where he runs into various friends and other heroes (not sure Jonah counts as a friend) in different locations in the dc universe like Gorilla City or Dinosaur island. The worst that happens is they reference that Vandal Savage killed him for like a second and then he was fine.

It definitely is. It's fun to just imagine it happening side by side with King's Batman run.
Jinny Hex's presence does lend credence towards its canonicity. Nightwing is in his Rebirth costume and Batman is in the Year One suit, meaning it's after Cold Days and before Dick is shot in Batman #55. It's also prior to the start of Snyder's Justice League due to Vandal Savage's presence.
There's one massive error though. Katar Hol is said to be alive, but he is definitively dead at this point, per Death of Hawkman, Metal, Justice League, et al.
Um, Hawkman has his own solo book, he's very much alive.
