Which iteration of the Master is this, I assume most recent?
In terms of feats, the Master is a highly erratic but very potent super-genius who clocks in around the Reed Richards sort of ballpark as he's a contemporary of The Doctor who is almost certainly in Reed's paygrade. He needs prep, his normal loadout isn't super threatening to Strange but with prep can get real nasty.
The Master will immediately disappear from the moon and into the time stream so Strange is going to be attacked temporally and have a lot of one-sided prep to deal with, because that's pretty much what happens when you fight bloodlusted Time Lord. He'll probably target him when he was still training or something or maybe try and manipulate the car crash that destroyed his hands so he dies.
How is Strange's time travel game these days?
These days? No idea, though in recent memory he has wandered through temporally frozen areas effortlessly.
In the past, Classic Strange? Perfectly capable of tracking down people travelling through time and following them to that point, though likely not as skillfully as Time Lords. Time travel hasn't been something he has done OFTEN, but he has pulled it off.

In which case, I think we're looking at bit of temporal guerrilla warfare through history haha, which is going to get very complicated. With a TARDIS, the Master will be able to travel not only temporally but also appear in most places in the universe at will which will make tracking him down quite a challenge.
Unless Shai says otherwise, I'm assuming this is Sacha Dhawan Master as he is the current version but he's by no means the most threatening. He's a lot more wild and unpredictable than other iterations, more happy with wanton destruction and blowing things up to make a point than other versions. Definitely much more prone to biting off more than he can chew, insofar as the Master does that a lot. Throughout all incarnations, rampant egotism and megalomania are pretty constant features.
Strange is a good match for him but it's kind of hard to figure out what he's going to do.
Current version of Master is fine.
My basic assumption is that the most current incarnation of a Time Lord is the one that has the most knowledge and skill, although that's not necessarily the case, as they sometimes have problems with their regenerations.
As long as the current Master isn't amnesiac, memory impaired, or otherwise defective beyond his usual psychopathology, he'll do.
Psychopaths always have more options than the rest of us (they're willing to do a host of things we never would). So when it's a psychopathic Time Lord in a TARDIS, those extra options multiply by some ungraspable factor.Strange is a good match for him but it's kind of hard to figure out what he's going to do.
