Because it was a stop-gap event that was all about fanservice, so it didn't matter. They put it in Convergence because we'd buy it.
Don't know if anyone has already answer this this way but I'll toss my hat in here...the original Kingdom Come Universe is Earth-96 (1996 the year it was published) it's referred to that in the Absolute Crisis compendium. It's also makes sense when you compare the original mini series and the sequels and Crisis events that happened since it was made. In the original's timeline Wonder Woman and Superman's Son Jonathan became the big hero of Hypertime (the kingdom books) Meanwhile on Earth-22 he's seen with his brothers and sisters so there's a divergence going on.As we've seen in comics esp Pre-crisis that Worlds can be a lot a like but have a divergence that takes them elsewhere but still be similiar enough without being identical. So you have the Original Kingdom Come Series (Earth-96) and then in the Post Infinite Crisis Multiverse the recreation of it in Earth-22 that has similiar history take place..except their Superman goes from His Earth to Earth-0 for a bit until he's returned by Starman back to his Universe...and everything takes place as it does in the mini-series with extra bits of his future where he ends up living in the 30th century seeing the legion of that universe flying overhead. (though to be sure they did on Earth-96 but there's nothing in that original story saying Clark was there as a witness to it.
So now that the Infinite Multiverse is Restored you have Earth-96 and you have Earth-22 in the local 52 multiverse
