I've had quite a lot of fondness for this quirky character, ever since James Robinson gave him a supporting role in Starman and modified him from an outright villain to an anti-villain. One could hardly call Dickie Swift a hero, or even an antihero...but these days "anti-villain" best describes him. He's been bad, he's done bad things, he's still not a very nice character, but he's got a city (Opal City) he cares about more than anything, and he will protect that city to the limits of his ability. And he's capable of reaching out to and being friends with at least some of the "good guys", when he feels like it.
