Pre-Crisis, the Justice Society was from Earth-2, and therefore Jay Garrick was from there. Johnny Quick and Max Mercury are also golden age characters (Max was called Quicksilver originally, they changed his name due to the Avengers character) and thus would also have been from Earth-2 had they been published in the silver and bronze ages. However, they only returned some time after Wally became the Flash, which he did just after the Crisis. The Crisis merged Earths 1, 2 and S (Captain Marvel's world) among others. Jesse therefore was never from Earth-2, except in the Arrowverse.
In New 52, there was an Earth-2 book with a team that has the JSA roster but a different name. Jay Garrick was the only speedster on that team.
Current JSA continuity has reverted to post-Crisis.

in pre-crisis , quicksilver was a quality comics hero from earth-x , mostly appeared in the golden age as a solo hero but appeared once together with the other earth-x heroes like uncle sam , the ray etc. appeared very briefly but not fully shown during coie. mark waid decided to bring him back as 'max mercury' during 'the return of barry allen' storyline.
Of course, in order to lay claim to the Earth-X characters, Roy Thomas said the Freedom Fighters came from Earth-Two and went to Earth-X, in ALL-STAR SQUADRON. I'd rather think there were counterparts of Quality characters on Earth-One, Earth-Two and Earth-X (pre-Crisis), since the Blackhawks were on all three Earths (and Plastic Man maybe also). In any case, I don't know if Quicksilver was ever shown in a group shot with the Freedom Fighters, but some artists could have done that.

I don't know anymore what is Earth-Two or Earth-2 in the comics now, so it's hard to answer the question. On T.V.--STARGIRL is supposed to be set on Earth-2 and it seems that the old Jay Garrick Flash was a member of their Justice Society (but might be dead). Pre-Crisis Arrowverse, Jay Garrick Flash was from Earth-3 (and he was training an unnamed young speedster), while Jesse Quick was from Earth-2.

So Earth 2 has Power Girl and Val Zod as Superman, but no speedster...
They could have simply placed Wallace West on Earth 2.
With Jai,Iris and Bart there are enough young speedsters on Earth 1.
Wrong. The Earth 2 with Val Zod (who sucks, btw), has its own Jay Garrick. Trying to offload Wallace West onto that Earth is not really an option, since nobody is clamoring for the New 52 Earth 2 to make any kind of come back.
And the main Earth is not called Earth 1. Stop trying to make that happen.
Actually its an option:
We have Jai,Iris West II,Bart Allen, Avery and Jesse who are all teenage Speedsters.
Bart has the longest history of them and was already Kid Flash and Flash and even a member of the JL.
Jesse is different since she also has powers from her mother.
Jai and Iris are the kids of the fan-favorite Wally West and Iris West II has unique powers.
