Considering the sheer area Vader affected in "Empire" with the wind effect, I would think he could disperse the Sandman for a ten count though I don't remember if movie Sandman was vulnerable to such an attack.

I think this needs to be factored in. Would the fact that Sandman is made of the very substance that Vader so hates give Sandman an advantage, or would Vader be all the more motivated to destroy Sandman?
The tools of conquest do not necessarily come with bombs and explosions and fallout. There are weapons that are simply thoughts, attitudes, prejudices, to be found only in the minds of men. For the record, prejudices can kill and suspicion can destroy, and a thoughtless, frightened search for a scapegoat has a fallout all of its own - for the children, and the children yet unborn. And the pity of it is that these things cannot be confined to the Twilight Zone.-Rod Serling

Oh, that's not Vader. That's prequel Anakin. Nice catch though.

I have yet to see any evidence that Anakin/Vader's hatred of the foul, gritty sand was diminished between moviesm.
