Can Ghost Rider's PS affect DD irrespective of his blindness or is it ineffective? What should happen in this scenario in your opinion? Should the penance stare be useless or should it penetrate to the soul regardless?

The stare needs to be able to look into the eyes to work. If a character is blind then it can't affect them.

Correct. The Penance Stare had no effect on Snowblind specifically because of his physical blindness. Also while it did effect Spider X, its potency was greatly reduced because it was spread across his eight eyes.

It also didn't affect Zodiak who had 12 pairs of eyes because it couldn't focus on a single pair and has failed to affect Venom due to his weird alien symbite eyes.
