Now, the writer of that probably knew jack about magic in 616, but magic that isn't invoked from extradimensional sources, like the Winds of Watoomb or Crimson Bands of Cytorrak, or from a magic item like the Amulet of Agamotto, comes from 'personal power,' which is a finite resource that replenishes slowly, if at all. *If* someone wanted to portray magic consistently (which, ha, that never happens these days), Sebastian, in being goaded into burning through so much power so wastefully as a teen/twenty-something during the Secret Warriors mini, might actually have only dregs of personal power left, and be utterly drained, having been basically tricked into using up the personal power that was supposed to last him a lifetime in a few short months by this ignorant twit who knew nothing of magic or it's consequences or price.
And so he'd be reduced to someone who relies on magical trinkets, invoked power from pacts with otherworldly forces (like Cytorrak, etc.) and the like, having prematurely blown his magical wad. He'd be a bit of a Marvel version of Constantine, with the knowledge and lore and maybe access to some gadgets and resources and drawn-out rituals, but not whipping up magical force fields and teleporting around and throwing zaps, because some manipulative jerk who just wanted to use him like a tool thought magic was like a muscle, and the more you used it, the bigger it got (or, more likely, didn't even care, because he got what he wanted out of Druid, Jr., and daddy Druid wasn't around to teach him that he was burning his candle at both ends).
