Is the Phoenix "omnificent"?

Is the Phoenix Force omnificent?

I actually was certain it was. However, this question has been asked, and there actually isn't anything I know that shows the Phoenix possessing true "creative" powers.

Creative meaning, creating from nothing, and the ability to create planets, galaxies, brand new realities, other cosmic beings even. Upon some research, I've only read that the Phoenix "manipulates" what already exists. It seems to recycle and renew energy, and was stated to "manipulate on the sub-atomic level", turn wood into gold, and stuff like that. But not really creating those things from scratch. On the wiki (which some claim is not a reliable source of info) the Phoenix is stated to have freedom to manipulate all existing things. Manipulation seems to be its function over "creating".

With that, also came the question of the Phoenix being able to "create" realities and universes. Some stated that the Phoenix doesn't create any realities or universes, can only "warp" realities.

I've learned this isn't the platform for debating subject matters. I'm only asking the question, thank whoever gives an answer, and collect whatever "data" I can. I'll only discuss with whoever I feel... is open for further discussion. Other than that, I'd just like to collect some opinions, I may ask for references, and simply take my finds back to HQ
