In his comic, Chase was a part of that, what eventually became Checkmate.

Seems like there's a scene of Chase in a prison so I guess that's before he gets recruited.

At least the Arrowverse was a good twist and even before that the guy felt like Adrian Chase. This feels like some rando fanboy who somehow got the Vigilante suit.
