It's got the 90's costume vibe, but also riffs off the Walter costume which I adored.

Ignoring any of the metatextual problems, it's a good design. The original Kid Flash costume is one of the better costumes ever made.

So basically just Kid Flash meets Flash's color scheme.

Going to be honest, as someone with no nostalgia for his Kid Flash, I don't really think masks that leaves your hair exposed really looks all that great. But to each their own.

I don't think it's necessarily a love for hair loose so much as an understanding of the practical reasoning behind it in antithesis to the unnecessary loathing from a vocal (apparently minority) section of Flash fans. most people who are for it appear to just not mind it, appreciate it for what it is, and simply don't see it as some big affront to the character that others are blowing it up to be. If they gave him something entirely new that was significantly different from Barry's uniform (bonus if the look is uniquely iconic to Wally) then I don't think a lot of the people advocating for the current rebirth/hair out look would mind.

that would be kinda funny but you'd just have Barry fans complaining that Wally is just stealing his character now; although I think they would have a bit of a point in that instance.

To be honest I feel like your opinion on Wally's costume is probably somewhat dependent on how you feel about him as Flash and his place in the mythos vis-a-vis Barry.

If he can wear Jay's hat, then you'd have the Kingdom Come costume, which was...awesome.

That would look pretty cool IMO. Definitely feels modern but not so much that it overpowers the costume (unlike Barry's added lines), and it's sleek in design which fits the running theme. Some might complain it has too much of a 90's or "Ultimate" look to it, but screw it, Wally is no stranger to adding distinctly modern touches to the classic costume.
