Nah Cerise is a shiar mutant, Ariel...coconut grove mutant...Longshot is a genetic clone of shatterstar so I guess technically hes a mutant but his powers are magical in nature....

The books were trying to describe everyone as mutants. It gave them street cred and a reason to be sympathetic to or with the mutant teams.
