He has Santo's memories. They're just jumbled together with memories of a lot of other Santos into something new

I was about to mention this! We haven't seen her in almost a year (House of X #6 came out in October 09, 2019). I hope this means we'll see more of her in this event. Like it's been mentioned before, she knows about Arakko and the Horsemen from her 9th life.

At this point it is whatever they want things to be when the story suits it, but if we can trust Hickman gave us the rules and has not changed them, it possible nothing odd about Otherworld is happening, but maybe it specifically has to do with Rockslide and how Summoner killed him (or did not kill him).

Downside was the Rockslide situation. A Rockslide that is the amalgamation of every possibility of him in the multiverse could have lead to an interesting new direction for his character development and powers.

He has the potential to be the best he's ever been since he was created.

But in 10vs10 you can see more interesting and entertaining power combinations. For example Magik opening a portal just as Gorgon takes off his blindfold to petrify someone by surprise, Apocalypse doing a fastball special with Logan to throw him at that giant crocodile...

As far as we know this problem would be unique to cerebro/Krakoa, each means of comic book resurrection will work its own way.
