I don't think that's a fair reading of it.
John's origin started off with him disliking the establishment, which he felt Hal represented, not Hal personally. By the end of his first issue they came to some kind of an understanding and their relationship improved from there. I think there was an issue where Hal was crashing with John and Katma where he called him a brother or a best friend.
They tend to be depicted as getting along just fine without John needing to lick Hal's boots. Guy and Hal's relationship, by contrast, was a lot more volatile.
John is almost a completely different character from when he was written by Englehart, but even then he had problems with Hal being a leech-deadbeat. He doesn't have an established or compelling one-on-one friendship with Hal. They either get along as individual co-workers getting a job done or as part of a group with Guy and Kyle. I don't see them hanging out one-on-one and believably getting along, like John does with Guy. Hal's closest human relationships are outside of the Corps, with Barry and Ollie. He has a volatile relationship with Guy, and an almost mentor or older brother relationship with Kyle.
