Two Face. I always thought he’s due for a big story.

I agree when it comes to Freeze. “Heart of Ice” is good but I think he’s largely remained a one trick pony because of it.

Edward Nigma, the Riddler. He is supposed to be as menacing as Joker, but because Joker always stole his flicks he became a second rate villain of Gotham.

    The Club of Villains.
Scorpiana, El Sombrero, King Kraken, Pierrot Lunaire, Le Bossu, etc. Lots of cool designs and gimmicks.

I'm "meh" on Punchline anyway. And more than done with clowns as a whole. Ivy at least presents someone who can believably fluctuate between neutral to bad depending on the situation.

Scarecrow all the way. He's my favorite Batman villain by far and pretty much always rules when he's used as the main baddie in a story. Cycle of Violence, Absolute Terror, Heart of Hush, he has a consistent track record IMO. Give him a big event to be the big bad of.

Any female villain not named Catwoman, Poison Ivy, Harley Quinn, or Talia.

If DC's going to commit to them being less of a villain (save Talia), then they should commit more to other female villains to take their lace.

    That typo is gold.

    I second this motion.

Per Wikipedia, Batman has about 50 villainesses. (This does not include villainesses from other media: Batman 1966; Batman movies; Batman: TAS; Batman cartoons; Gotham; etcetera. Pity; some good distaff foes were excluded.)

DC, hire creative people who can write a story for:

    Harpy
    Jezebel Jet
    Joker's Daughter
    Lark
    Lazara
    Lynx
    Madame Zodiac
    Magpie
    March Hare
    Mime
    Nocturna
    Nyssa Raatko
    Pistolera
    Pix
    Riddler's Daughter
    Silken Spider
    Sister Crystal
    Lady Spellbinder
    Sylph
    The Absence
    The Haunter
    The Stag
    The White Rabbit
    Tiger Moth
    Whisper A'Daire

Riddler. His modus operandi of leaving riddles and clues to his crimes is tailor-made for stories featuring a detective.

    Interesting list.
Three that stood out to me were

    The Haunter.
A death touch is always cool, and, she’s not your usual twenty something buxom babe.

    March Hare.
While she’s certainly a Harley Quinn knockoff, she’s associated w. both The Mad Hatter and TweedleDee & TweedleDum; these are villains that are all but forgotten. Seeing all four of these characters interacting/working with/betraying each other and Batman caught in the middle would be great.

    The Absence.
She has a history w. Bruce and a wonderful visual that puts Joker and even Two Face to shame. I’d want her to succeed if only to see her live action.

    Jezebel's dead. Talia killed her.
I kinda prefer Joker's Daughter in the Outlaws

Okay but smaller hole on The Absence because that's just ridiculous.
