Basically, anyone who's name isn't Joker.
Lord Death Man if only for the name.
The list is nothing special...I just pulled some names that I remembered.
I'm glad you liked those three.
And Kathy killed Talia. Death is very flexible in comics. Maybe a new Jezebel could migrate from the Dark Multiverse (since it's real purpose is to create villains).
I'm glad the Absence is getting so much attention.

There are a lot of villains who deserve more prominence, but I’m actually more interested in how the various villains of Gotham interact with and have friendships or rivalries between them. Give me and develop more of that please.
Scarecrow, he's got one of the most powerful weapons a person can use, that is fear.
I'd like to see The Mad Hatter get a good run.
"So you've come to the end now alive but dead inside."
Things I love: Batman, Superman, AEW, old films, Lovecraft
Grant Morrison: “Adults...struggle desperately with fiction, demanding constantly that it conform to the rules of everyday life. Adults foolishly demand to know how Superman can possibly fly, or how Batman can possibly run a multibillion-dollar business empire during the day and fight crime at night, when the answer is obvious even to the smallest child: because it's not real.”
Voted for Riddler.
But I would love to see Mad Hatter, Penguin and Clayface become prominent again.
I think right now is a perfect time for a Scarface spotlight. He needs his own film for sure. If Kevin Spacey hadn't screwed up I was voting for him or Steve Carell. The mental health aspect is a horrifying prospect that could pay off just as much as Joker did for the sake of mental health and underdog mystique.
