Basically, anyone who's name isn't Joker.

Okay but smaller hole on The Absence because that's just ridiculous.
Nah she needs a big ol’ hole.

Three that stood out to me were

    The Haunter.
A death touch is always cool, and, she’s not your usual twenty something buxom babe.

    March Hare.
While she’s certainly a Harley Quinn knockoff, she’s associated w. both The Mad Hatter and TweedleDee & TweedleDum; these are villains that are all but forgotten. Seeing all four of these characters interacting/working with/betraying each other and Batman caught in the middle would be great.

    The Absence.
She has a history w. Bruce and a wonderful visual that puts Joker and even Two Face to shame. I’d want her to succeed if only to see her live action.
The list is nothing special...I just pulled some names that I remembered.

I'm glad you liked those three.

And Kathy killed Talia. Death is very flexible in comics. Maybe a new Jezebel could migrate from the Dark Multiverse (since it's real purpose is to create villains).

I'm glad the Absence is getting so much attention.

There are a lot of villains who deserve more prominence, but I’m actually more interested in how the various villains of Gotham interact with and have friendships or rivalries between them. Give me and develop more of that please.

Scarecrow, he's got one of the most powerful weapons a person can use, that is fear.

Isn't that called Chillin with Villians?

I would like to see this too, WonderScott. With over 500 villains, there should be many interactions.

I'd like to see The Mad Hatter get a good run.

To write Mad Hatter well, you need to write Batman as a porn comic.

    No, you absolutely do not!
Any sex-based serial killer, kidnapper or trafficker stories are enough

    Two-Face- Big Burn
Penguin- Joker's Asylum Penguin#1, Pain and Prejudice
    Riddler- Earth One, Zero Year
    Bane- No Man's Land
    Poison Ivy- No Man's Land
Black Mask- during Brubaker's Catwoman run
    Hush- Heart of Hush
    Mad Hatter- Rucka's New Gotham

Controversial opinion: What could be done with Freeze and Clayface that hasn't been done already and much better?
Unlike Clayface, Mr. Freeze hasn't been given a chance at redemption.

The Gotham Knights arc “Transference” was I think the last good Hugo arc. Devin Grayson wrote it.
Things I love: Batman, Superman, AEW, old films, Lovecraft

Grant Morrison: “Adults...struggle desperately with fiction, demanding constantly that it conform to the rules of everyday life. Adults foolishly demand to know how Superman can possibly fly, or how Batman can possibly run a multibillion-dollar business empire during the day and fight crime at night, when the answer is obvious even to the smallest child: because it's not real.”

I thought Batman and the Monster Men was excellent.

To answer the question of this board, Anyone who isn't the Joker honestly.

    Voted for Riddler.

But I would love to see Mad Hatter, Penguin and Clayface become prominent again.

I think right now is a perfect time for a Scarface spotlight. He needs his own film for sure. If Kevin Spacey hadn't screwed up I was voting for him or Steve Carell. The mental health aspect is a horrifying prospect that could pay off just as much as Joker did for the sake of mental health and underdog mystique.
