Instead of getting gizmo, billy gets the full set of the Commando elite.

The teacher gets gizmo, and a few days later, we get stripe and company.

Chip Hazard decides that Billy is worth saving, so they go to war.

I think it depends on how many Gremlins there are.

The entire scenario depends on how easily Gremlins can get to water. The instant they do, there is going to be an army of them and the Small Soldiers are outmatched. If the Commandos can get to stripes before then, they win.

the commando elite have something similar.

if they can get access to a toy store, all the action figures become expendables .

It's just not as fast.

Hell, once the commando elite put two and two together, I see a ton of gremlins chasing glasses of water being pulled by motorized vehicles into traps of all sorts.

I'd give it to the gremlins. Their numbers can grow exponentially in a matter of minutes.

The only way I see the gremlins winning is if they have access to a lot of water.
