The cover was by Ross Andru, as was the art in the book. BUT, the figures of Superman were touched up/ redrawn by Neal Adams and Spider-Man by Romita Sr.

Thanks, I can see that now. I guess that might have been the case of the cover too. No wonder I thought that at least Romita Sr did Spider-Man but the rest of it didn't look like his work, particularly Superman.
