The only gadget that Bond needs for this fight is his Walther PPK and some ammo.

Is this^ the he's my favorite so he wins argument?
6$M draws and throws keys faster, than he even begins to draw, (and while moving, locks pinpoint target) (if you want books has darts in fingers and laser in eye)
Close range speed we've seen he snags guns out of peoples's holsters, too fast for them to even react.
What is this? Was hoping for a more inspired narrative here, no?
Let's put them at opposite sides of urban block, warehouse at the start, chose your best gadgets to head out with.

That's true. Austin has thrown a pillow across a room with such force it knocked someone out. He has thrown equivalent objects across a street and done the same. As you mentioned, snagged a gun out of someone else's holster before they could react. He has thrown cement blocks literally a hundred yards. His arm speed when it comes to performing tasks is a blur. Bond quickdraws his gun. Austin quickdraws his car keys and throws them. Austin wins.

Well, if you want such a narrative, Bond uses the jet pack from Thunderball to get out of range and shoot him. The problem is that the Bionic Woman had an episode where she closed a considerable distance and leaped, catching a guy in a jetpack before he could get high enough.

Or you could give him the bulletproof car and hope Austin doesn't do the trick of catching it when it's turning and turn it over onto it's roof. But Bond could win if he gets that car and it's weaponry.

Love the specific Thunderballl snipe from jet-pack scenario, with some legit surprise and cover, could get an uperhand, looking up the stealth on that now.
Looks like it's turbine level decibel announcement, so just as much opens him up to being the target to 6M$
Who'd be quick on the move, while 007 is still trying to stabilize, could just as easily have him locked in sight and almost any projectile at him, destroying the jet-pack or opening his skull.
So who sees and locks on who first? I'm giving it to the bionic eye (which I think even revealed to detect heat sig. so he's potentially locking on even before 007 emerges from behind the building)

The bullet-proof car yeah on a drag-strip is a speed slaughter, yet we put them in an urban setting, full of corners, and obstacles. 6M$ could suddenly have the maneuverability advantage.
And head to head, I know his cars conceal machine guns, If 6M$ is somehow pinned or tied down, he's either shot or run over. but yeah how is 007 pining him down or charging that close, where 6$M is not just jumping right over, or onto the roof?
And as you indicate, once 007 is in a turn or slowed down enough, there comes the car flip.
Now 007 is just a turtle in a bulletproof shell, which 6M$ easily rips open.
Unless he hit the eject, we are back to quickest on the draw.

We need that 007 gadget 6M$ can't neutralize strength or out speed maneuver?

Does Steve Austin have a car? Are car keys standard equipment for him?

LOL! Even if he didn't, keys to an apartment/home, or anything else he can throw, emphasis was the speed, not the object, which could be anything.

As for car, depended on the mission (and/or cover he was using), he's almost always got something, at least one was a sleek 1974 Corvette Stingray

An AMC Matador, Mercedes-Benz, Bronco truck , etc...

If you want the toy there is the Bionic Mission Vehicle ... LOL!

Although in the Cyborg IV novel, his bionics became linked with his vehicle giving him complete control of it, as if it were an extension of his body.
So it might not have keys, but he can just a s quick throw a cord-jack, or cable. LOL!
