Why not just "The other troops were not quick enough to react so Leia's troops went to destroy the SK base before it's too late", then focus the conflict on the New Republic VS FO in 8 and 9?

You’d have to rewrite the movie for that. No sense in it either as more bodies doesn’t add that much to crait and we get a lot of ships anyways for exegol.

Apparentally the New Republic decided a few years after the Imperial defeats at Endor + Jakku to return to the pre-Clone Wars days of the Old Republic, where the Republic had no real major fleet or federal military apart from the Jedi. SO basically they became sort of complacent.The Resistance fleet for example are mainly decommissioned Republic ships for example (I think the "Galaxy fleet" from ROS is similar, a mix of private ship owners, mothballed fleets etc.). They did have some fighter squadrons and some capital ships but apparently that was mostly it. So they didn't really stand much chance against the FO except for the Resistance's efforts.

Yeah, it's a bit odd. The old EU novels actually went in the opposite direction, eventually even developing new model ships to replace the aging Rebel fleet (Which were largely secondhand ships).
The Disney NR apparentally didn't see the First Order as that much of a threat (Some of the novels also state that the NR is pretty much becoming just as corrupt as the OR) although certain senators were aiding the resistance (As Hux said) although at that point they were treated more as a watchdog group than the galaxy's last hope. Some NR senators were also backing the FO as well.

In real life, it often takes 3-4 regime changes before they settle.

In defense of that regarding the Death Star, the Death Star required an immense amount of planning and work to even make functional. Like sure the second was built fairly quickly but it wasn't even complete, it was just operational by the battle of Endor. Beyond that it's not like they should know what it's powered by or even where they can get that many Kyber crystals should they do.
Aside from that it also took thirty years for Starkiller to even fire and neither the New Republic or First Order even knew about Exegol and the Sith Eternal fleet up until Palpatine reappears.
And even aside from that we know the battle of Jakku is where the Empire offically lost. If they didn't go on to form the First Order, the Empire was soundly beaten and while a threat just wasn't the same following the death of Palpatine, Vader, and the loss of a lot of resources at Jakku.

30 years is enough to build more than 1 Death Star, Death Star NO.2 is actually a good proof of it's NOT a good idea to arrange your defense.
It doesn't matter, the New Republic needs powerful defense since they could NOT oversee everything and could give other baddies to grow their forces. Why would you focus your fire on a few system? It's just very stupid and could easily be beheaded with a tactic rush. Kylo Ren's betrayal was already enough to raise the alarm.

Except the super laser is powered by Kyber crystals and where was the Empire going to get them let alone the resources for yet another Death Star? They could build a big battle station but where are they getting the resources for this hypothetical third super laser? Starkiller lucked out since it's Ilum but clearly not everyone had been aware of it or the Exegol fleet but these are FO creations so why would the Empire have been targeted for a weapon they didn't have nor was even ready at the time?
The New Republic's Hosnian system was the then center of government. The FO targeted it because they could assassinate everyone by killing literally everyone. They took out the seat of government and wiped out the naval fleet and decimated the resistance within the span of a few days. They can fit on the falcon at the end of 8. Despite Starkiller's destruction it did it's job well and who cares since they would get a fleet of them almost a year later?

How was the New Republic able to make sure if they could not stop Palpatine to build up such a huge fleet without knowing anything? If you are not able to ensure that other forces could not make superweapons like that, of course you need to be aware of it. This is a galactic government, you don't go with "it's not like so we wil..." about such matter.
And that's exactly why it didn't make sense without turning everyone of the New Republic into idiot. Why would they put everyone in a few systems when the Empire already show that it's not a good example of doing so?
