It's because people don't consider them Disney in the same way you wouldn't consider Spider-Man or the Power Rangers to be Disney characters.

What's more, Disney has simply been sitting on the franchise for 20 years, doing NOTHING with it. So much potential with the series. For instance, Greg Weisman had planned on having the Gargoyles go public world wide (and be recognized as a sentient race), and Goliath and Eliza would adopt a child (among a lot of other things). But nope, Disney would rather make useless remakes of already well done films.

Anyway, I think Disney's Hades from Hercules would be a far more fun villain than the one we currently have.
