Two ideas:
-She’s Kon-El’s “sister”, and ends up a Legion member with a fun friendship with XS to parallel Kon and Bart’s friendship.
-She’s a peer of the Helena Wayne from a possible future, with Karen as a member of Dick’s generation, so she’s basically part of a different “World’s Finest” group.
