Why? Overused tho he may be, DS has established chops for his position. Why do these pretenders you pose deserve a shot at the title?

Honestly I might introduce someone new. Basically someone who Darkseid defeated long ago, who has never shown his face because of that defeat, but now that Darkseid is dead, he feels it is his time again.
I think restorative nostalgia is the number one issue with comic book fans.
A fine distinction between two types of Nostalgia:
Reflective Nostalgia allows us to savor our memories but accepts that they are in the past
Restorative Nostalgia pushes back against the here and now, keeping us stuck trying to relive our glory days.

Maybe because I don't read Superman or currently the JLA, I'm not being overexposed to him, in fact I can't remember the last time DC had a major spin off crisis involving Darkseid.
For me, I'm more sick of the Joker if anything.
I am also probably more sick of Joker than of Darkseid - and more sick of Evil Superman than any other single DC concept but given the question, hrm...
I think I'd like either Brainiac or Mongul to take the Top Villain spot.
In fact in some ways I think Mongul is better suited for the role than Darkseid is, because Darkseid really should have other New Gods in his stories, and it bothers me every time he's treated as just a JL or a Superman villain.
Meanwhile if Mongul is just a JL or Superman villain, then - he can just be a JL or Superman villain. That's what he was made for, ultimately.

DCs catalogue of bad guys runs deep. Even with Darkseid alive there are beings that could make for stories just as engaging and way less of a re-tread. Superman has a deep roster of world busters, WW has a deep roster of re-write creation level threats. And it doesn't even have to be end of the world all the time
