I think ocelot had some scene in MGS2 that made him seem pretty damn quick in general, like fast enough he could probably take down someone like TV show Arrow.

If you're referring to him basically dodging the ninja, I think that was more along the lines of him knowing that it was coming since MGS2 was basically an MGS1 exercise, an experience he endured first hand (literally)
